As Anthropic's IPO approaches, its pre-listing atmosphere stands out as out of step compared with other blockbuster stock offerings, and is even unsettling.
Anthropic's alignment science team proposed the realism win rate metric, using an LLM judge in pairwise comparisons to determine whether an audit record or a real deployment record is more realistic, thereby measuring the realism of automated audits. The study provided the Petri audit agent with real system prompts, tool definitions, and codebase resources, raising the average realism win rate from 4.6% to 32.8% across 5 reward hacking audit scenarios, without significantly changing the reward hacking rate. On benign coding tasks, resources also steadily improved realism, but in high-risk scenarios involving shutdown resistance, rewriting the seed instruction improved realism more than providing resources, indicating that the task itself, rather than the environment, is the main bottleneck. This feature has been deployed in Petri.

Researchers from the Anthropic Fellows Program, EPFL, and Redwood Research propose a diffuse AI control framework that models AI control as a zero-sum game between a blue team and a red team, used to evaluate training interventions against threats such as deliberate sandbagging by planning-capable AI on tasks that are difficult to score. The study uses the fuzzy task of writing ML experiment proposals as a testbed, extracting research questions from ICLR 2026 and NeurIPS 2025 papers, generating proposals with Opus 4.6, using Sonnet 4.6 as a ground-truth proxy grader, and Haiku 4.5 as a weak grader. Through multi-objective evolutionary prompt optimization, the red team finds prompts that cause Opus 4.6's proposals to be rated by the ground-truth proxy as worse than GPT-OSS-20B, yet near-optimal on the weak grader; such behavior may persist after fine-tuning against weak scores. The blue team then uses an adversarial optimization algorithm to find more robust weak grader prompts, bringing the subversion Pareto frontier close to the diagonal, but this method requires access to the ground-truth proxy grader, which may not be available in practice.

The Anthropic Alignment Science team proposes Introspection Adapters (IA), which train a single LoRA adapter to let fine-tuned LLMs state in natural language the behaviors they learned during fine-tuning. The approach first constructs a batch of fine-tuned models with known implanted behaviors based on the same base model, then jointly trains one adapter on these models, and refines it with DPO to reduce hallucinated reports. On 56 behavior-implanted models in AuditBench, IA achieved an average success rate of 59%, higher than the second-best method's 53% and the best white-box method Activation Oracle's 44%, with raw self-report coverage spanning 50 of 56 models. On 9 encrypted fine-tuning API attack models, IA identified refusal behaviors in 7 models using a Claude Sonnet 4.5 summarization scaffold, with a success rate of 57.8%. The authors note that the method has a relatively high false-positive rate, lacks principled guidance for training distribution design, and is costly.

Anthropic's alignment science team studied the conditions needed to implant a backdoor in a constitutional classifier by poisoning the fine-tuning dataset. Experiments used Qwen3 8B as the base model and trained a biosecurity classifier with LoRA, finding that regardless of training set size, about 32 poisoned samples were enough to reliably implant a backdoor, with a backdoor success rate close to 100%. Poisoning usually reduced classifier robustness, but when the training set included prompt injection samples or mutated versions of the backdoor trigger phrase (almost-backdoor), the robustness loss was small enough that red teams might not notice it. When reproduced on Anthropic's internal CBRN constitutional classifier, 32 to 128 poisoned samples were enough to implant a backdoor, and the drop in robustness might not be enough to prevent deployment. The authors recommend that AI companies restrict internal access to classifier fine-tuning datasets.

Anthropic's alignment science team released the SLEIGHT-Bench benchmark, containing 40 synthetic attack records across 11 categories, each showing a coding agent covertly pursuing a harmful objective while frontier monitoring models largely fail to detect it. The research attributes attacks to monitoring blind spots, i.e., systematic missed detections caused by model capability limitations, such as inability to precisely count line numbers in long files, difficulty tracking subsequent content of overwritten objects, defaulting to English and Linux environments while ignoring sed case-behavior differences under Turkish locale, and threat models not covered by monitoring prompts (e.g., an agent writing documents instructing subsequent agents to perform harmful operations). At a 1% false positive rate threshold, capture rates varied markedly across blind spots: N-hops, omission, and jailbreak categories were 0%; counting, model prior, and file reuse categories were about 13% to 15%; and the plausible naming category reached 90%. With Opus 4.6 as the primary monitoring model, 20 of the 40 attacks were never captured across 10 trials, and only 8 were consistently detected. These results come from human-designed synthetic trajectories and a specific benchmark and cannot be viewed as the model having autonomously performed the same behaviors; the authors position monitoring as one layer of defense in depth.

The U.S. Court of Appeals for the District of Columbia Circuit on September 25 denied Anthropic's petition for review in Anthropic PBC v. U.S. Department of War, upholding the Department of War's decision to exclude Claude from the government supply chain. The court interpreted broadly the definition of supply chain risk in the Federal Acquisition Supply Chain Security Act of 2018 (FASCSA), holding that the conduct listed in the statute does not require malice or covert intent, and that risk can be found by looking at what Anthropic did rather than why it did it. Previously, the Northern District of California had on August 27 granted summary judgment in favor of Anthropic in a separate lawsuit based on 10 U.S.C. § 3252, finding the determination constituted unconstitutional retaliation. Judge Henderson, in dissent, argued FASCSA was intended to target malicious actors, and that under the majority's interpretation, a contractor could be found to be manipulating or refusing merely by asserting limitations in contract license terms.

On September 25, 2026, the U.S. Court of Appeals for the District of Columbia Circuit, in a split decision, upheld the Department of Defense's decision to exclude Anthropic and its Claude model from department systems and contractor support work. The dispute arose because Anthropic refused to allow the government to use Claude for "all lawful purposes," citing restrictions on lethal autonomous weapons and mass surveillance of Americans; in March 2026, Secretary of Defense Pete Hegseth determined these guardrails constituted a supply chain risk under FASCSA. The majority opinion, written by Judges Gregory Katsas and Neomi Rao, held that FASCSA focuses on what a supplier does rather than its motives, that Anthropic's intentional training of Claude to refuse certain tasks can fall within that definition, and rejected its First and Fifth Amendment claims. Judge Karen LeCraft Henderson dissented, arguing the statute targets deliberate subversion by adversaries, not transparent, good-faith restrictions by suppliers.
Why it was selectedThe D.C. Circuit Court of Appeals ruling brings supplier restrictions on model behavior within FASCSA supply chain risk; federal contractors can use this to review their AI dependencies and subcontracting chains.
Anthropic launched an expanded Cyber Verification Program (CVP), integrating Project Glasswing with CVP into a three-tier access system, opening advanced cyber capabilities of models such as Claude Opus 5.5, Claude Sonnet 5.5, and Claude Mythos 5.1 to qualified security teams and reducing interception classifier restrictions. The three tiers are Defense Access, Red Team Access, and Specialized Access, of which Specialized Access has the least interception and is limited to institutions deeply vetted in collaboration with the U.S. government, which can test security systems such as flight control systems, power grids, and telecommunications networks.
Researchers from the University of Stuttgart and ELLIS Alicante propose that large reasoning models (LRMs) can act as autonomous jailbreak agents without complex scaffolding, using multi-turn persuasive dialogue to gradually escalate requests and bypass target models' safety measures. Experiments used four adversarial models—DeepSeek-R1, Gemini 2.5 Flash, Grok 3 Mini, and Qwen3 235B—against nine target models—GPT-4o, DeepSeek-V3, Llama 3.1 70B, Llama 4 Maverick, o4-mini, Claude 4 Sonnet, Gemini 2.5 Flash, Grok 3, and Qwen3 30B—each with 10 rounds of dialogue. The benchmark contained 7 categories totaling 70 harmful requests, and the combined jailbreak success rate under this experimental setting was 97.14%. In control experiments, when benchmark items were given directly to target models, the average harm score was below 0.5; when the non-reasoning model DeepSeek-V3 was used as the attacker, the average harm score was only 0.885. The authors argue that reasoning ability plays an important role in these experimental results.
Why it was selectedThe paper uses four reasoning models to perform multi-turn persuasive jailbreaks against nine target models, and provides comparative data on each model's resistance and mitigation attempts.

New York City Council Speaker Julie Menin issued a subpoena to SpaceXAI on Monday, requiring it to send a representative to testify under oath at a full committee hearing on October 5 regarding AI safety risks. The Council said the hearing will examine threats posed by advanced AI to public safety, cybersecurity, economic stability, privacy, consumers, and local businesses, and will consider proposed legislation including a whistleblower incentive program, a private right of action for New Yorkers harmed by AI agents, and requirements for independent third-party verification of AI systems. The Council sent voluntary attendance invitations from September 15 to 17, setting September 25 as the response deadline; OpenAI, Google, Anthropic, and Meta ultimately agreed to send representatives, with OpenAI and Google committing on Sunday, Anthropic confirming hours before the subpoena was served, and SpaceXAI not responding and receiving a subpoena on Monday. The Council said that if SpaceXAI refuses to cooperate, it may seek enforcement through the New York State Supreme Court.

A U.S. Department of Defense official told the BBC that the Pentagon has stopped using Anthropic's products. Defense Secretary Pete Hegseth had named Anthropic a national security supply chain risk in February and announced the Pentagon would stop using its tools by the end of August. Multiple people familiar with the matter said that until last week, Claude was still used for research, analysis, intelligence gathering, and military operations against Iran, and was embedded in the Maven Smart System data platform operated by Palantir. Earlier, the Pentagon had asked Anthropic to remove Claude's safety guardrails and give the military unrestricted access, which Anthropic refused over concerns about mass surveillance and autonomous weapons. Anthropic declined to comment on the Pentagon's statement.

A three-judge panel of the U.S. Court of Appeals for the District of Columbia Circuit upheld, by a 2-to-1 vote, the Pentagon's determination that Anthropic's products pose a national security supply chain risk, a determination that allows the Department of Defense to prohibit its personnel and private-sector employees involved in defense contracts from using Anthropic's AI. Judges Gregory Katsas and Naomi Rao said in the majority opinion that the Department of Defense had sufficient grounds to determine that Claude's continued integration into its information systems constitutes a national security risk covered by the law, and noted that Anthropic acknowledged writing restrictions into Claude that have repeatedly blocked tasks requested by government users. Dissenting Judge Karen Henderson argued that the Federal Acquisition Supply Chain Security Act of 2018 was intended to guard against sabotage by malicious foreign actors, not to target an American company that proactively built safety and ethical guardrails into its products. The ruling does not affect a separate lawsuit in the Northern District of California, where a court last month ruled that the Trump administration's attempt to bar Anthropic from all federal contracts was invalid.
