OpenAI public policy agenda: frontier model safety, cybersecurity, and youth safety

OpenAI published a public policy agenda listing priorities such as frontier model safety, cybersecurity, and youth safety. The agenda supports state-level frontier safety legislation including California SB 53, New York's RAISE Act, and Illinois SB 315, and calls on Congress to establish a federal framework, strengthen CAISI, and monitor progress on recursive self-improvement (RSI). OpenAI says it is the first American company to sign the EU AI Act Code of Practice.
