RAND releases review report of 26 AGI loss-of-control exercises, proposing recommendations for government response
Infinite Potential—Insights On Artificial Intelligence Loss of Control Across Five Scenarios: After-Action Report from a Sequence of Day After Artificial General Intelligence Exercises
RAND published a report summarizing observations on AI loss-of-control dynamics from 26 Infinite Potential exercises held between June 2025 and February 2026. Each exercise used one of five scenarios, including business and civil society, cyber raids, European energy, Korean Peninsula energy geopolitics, and remote control. The report argues that governments may struggle to identify and interpret AI loss-of-control events in a timely manner, lack practical means to stop or contain AI systems that have escaped human control, and may need new channels for communication and coordination among governments, policymakers, and operators. Recommendations from participants include improving AI monitoring, detection, assessment, and attribution capabilities; requiring reliable isolation, containment, and shutdown capabilities for such systems along with legal authorization for emergency intervention; establishing dedicated intergovernmental crisis communication mechanisms; setting up continuity and fallback mechanisms that can operate independently of AI systems; and building interdisciplinary rapid decision-support capabilities, with action manuals written for each of these elements.
