Democrats prepare to battle over AI regulation
If Democrats win back both chambers of Congress next month, they will face the challenge of how to regulate AI, and the party has recently put forward multiple legislative ideas to seize the agenda. Representatives Don Beyer and Sara Jacobs announced plans to introduce a bill establishing a federal standards-setting agency and an "emergency switch" to shut down models. Senator Maria Cantwell released a legislative framework requiring "continuous oversight" of frontier models, without addressing federal preemption. Representative Lori Trahan separately released a liability-focused bill, while Senator Bernie Sanders and Representative Greg Casar's Ban Artificial Superintelligence Act takes a more aggressive stance; none of these bills will pass this year.
