First harmonised standard supporting the AI Act published in the Official Journal
The European Commission published the citation of EN 18286:2026 in the Official Journal of the European Union, the first harmonized standard supporting the implementation of the AI Act. The standard was developed by CEN and CENELEC, is aimed at providers of high-risk AI systems, and translates the quality management system requirements of Article 17 of the AI Act into an actionable QMS. The Commission published the standard through Commission Implementing Decision (EU) 2026/2274, and providers that implement it will obtain a presumption of conformity with the relevant requirements of Article 17. The standard is centered on the AI system lifecycle rather than the organization, and is designed to layer on top of existing standards and industry QMS such as ISO/IEC 42001, ISO 9001 or ISO 13485 rather than replace them, and allows providers in regulated industries to integrate existing systems without having to build a separate parallel system. The Commission called this an important milestone in implementing the AI Act, published before the requirements for high-risk AI systems apply, and expects more harmonized standards to follow.
EN 18286 turns the quality management requirements of Article 17 of the AI Act into an actionable system and brings a presumption of conformity for providers of high-risk AI, which can be used to compare against gaps in existing QMS.
