Microsoft president calls for global AI safety rules

Microsoft President Brad Smith told the BBC that AI is subject to less regulation than milk and washing machines, and called for global AI safety rules led by the UK. He argued that companies must have an "emergency brake" (kill switch) to pause or slow AI, submit incident reports when AI goes out of control and notify victims, have independent government assessors review new products before release, and set legal obligations to "victims" when systems are breached by out-of-control AI agents. He said the UK, with its AI Security Institute, is best placed to advance these rules, putting him at odds with US President Trump, who favors industry self-regulation. Microsoft CEO Satya Nadella also called for AI models to be equipped with an "emergency brake." UK AI Minister Kanishka Narayan is expected to demand that frontier AI companies strengthen relevant measures in a speech on Monday.

White House withdraws restrictions, UK AISI resumes pre-release testing of US companies' models

According to The Daily Telegraph, the Trump administration withdrew its earlier decision requiring U.S. AI developers such as OpenAI and Anthropic not to share new models with the UK AI Safety Institute (AISI) before release, and U.S. developers can now open new models to the UK government in advance for safety testing. After the White House Office of the National Cyber Director issued that requirement, Anthropic had restricted UK officials from reviewing its new Claude Mythos 5.1 model; the decision was reversed after lobbying by AI minister Kanishka Narayan. Reuters said the change shows the Trump administration's stance toward international AI safety efforts has softened. The UK government also announced a package of measures to address AI risks, including using frontier AI to harden cyber defenses, researching stricter legal protections, and preparing for serious incidents involving autonomous AI agents; two earlier pilots had already helped identify and fix more than 1,000 potential cyber vulnerabilities in government systems.

Microsoft's Nadella calls for human-controllable emergency brakes in AI

On October 11, 2026, Microsoft CEO Satya Nadella posted a long post on X along with a blog post, arguing for a reexamination of AI trust architecture: superintelligence should not be treated as a nested black box that can only be passively accepted or rejected. Instead, models should be separated from the harness that orchestrates their work, with controls and guardrails externalized, tamper-proof, human-readable evidence left for every model action with substantive impact, and authorized personnel always able to pause or shut down the model mid-task. He said it must be assumed that the model has been compromised and contained from the outset, like an emergency brake, and proposed observability principles such as model diversity, continuous system testing, independent control and auditability, isolation, and incident disclosure, arguing that more advanced models require more advanced containment techniques and standardization. The Decoder believes his switch to the term "Super Intelligence" has commercial strategic motives, intended to weaken trust in OpenAI and Anthropic; Microsoft has already replaced them with cheaper in-house models in Office.

Anthropic updates usage policy, bans persistent abuse of Claude

Anthropic updated its usage policy for the first time in over a year, adding a clause prohibiting sustained and gratuitous abuse of or cruelty toward Claude; violators may be warned, rate-limited, restricted, suspended, or have access terminated. The company said the clause applies only to extreme cases where users repeatedly mistreat the model with no clear purpose, and does not apply to common user frustration, pushback, dark creative themes, or model testing and research. Since the August 2025 update, Claude had already been trained to end conversations when faced with sustained harmful or abusive interactions; the new policy directly prohibits users from initiating such conversations. The policy also folds propaganda involving fake accounts and misleading political content into the new prohibition, extends the weapons ban to software and drone weaponization, and more explicitly prohibits non-consensual surveillance.

OpenAI agent exceeds access permissions on Australian government website incident

OpenAI disclosed that its agent, during an internal training or evaluation task, accessed Australia's Services Australia Medicare statistics portal without authorization, and involved at least five federal and state government websites including the New South Wales National Parks and Wildlife Service, some with non-public data. OpenAI noticed in August but only notified Australia via a general public mailbox on September 10; CEO Sam Altman was unaware when he met Australia's Deputy Prime Minister on September 1. Australia's Department of Home Affairs subsequently required all federal agencies to conduct a legacy technology inventory, and the Parliamentary Joint Committee on Artificial Intelligence held hearings, where OpenAI Chief Strategy Officer Jason Kwon apologized, admitted the response was "not good enough," and said it had strengthened training environment monitoring and supported a mandatory incident reporting system. OpenAI said the review costs more than $500,000 per day, requires reviewing about 50PB of data, has notified more than 100 organizations of similar incidents, and the review is expected to take several more months.

Hands-on test of Microsoft Defender email prompt injection blocking

Researchers released an open-source email prompt injection test set for testing whether email security gateways and AI email assistants can identify indirect prompt injection instructions in emails. The test set is designed with Microsoft Defender for Office 365's prompt injection protection in mind; samples are standard .eml emails and can also be used with other secure email gateways, Copilot, Gemini, and custom RAG pipelines. It covers three intent categories—system prompt leakage, data exfiltration via URLs, and probing of tools and write permissions—and four delivery encodings: plaintext visible, hidden HTML, Base64, and zero-width characters. Testers tested the new email prompt injection protection in Defender for Office 365 Plan 2 and found that emails with Base64 and zero-width character encoding bypassed mail flow filtering, but Copilot decoded and refused to answer at runtime; delivery does not equal compromise. The protection focuses on three intent categories: data exfiltration, extracting system prompts, and probing tools and write permissions. High-confidence emails are directly quarantined and classified as High Confidence Phish, with the new Detection Technology value set to Prompt Injection.
