Personal AI agents connecting to enterprise systems raise security concerns

Reported on October 12, 2026, personal AI agents are connecting to enterprise systems through OAuth authorization, passwords saved in browsers, and API keys. Employees do not need to submit tickets, and enterprises find it difficult to register or decommission them. The report states that OpenAI's Dots is limited to enterprise accounts and deployed via Agent 365, xAI's GrokBot is distributed through Cursor, and Meta's Muse is currently limited to the United States and Canada. Most of the new controls added by vendors only cover enterprise-managed deployments; personal agents do not appear in the management console. The author suggests using identity as the control plane to allow safe use rather than banning them outright.

    The Curve

White House signs voluntary superintelligence agreement, FTC escalates investigation

On September 29, 2026, Trump met with tech executives including Zuckerberg, Bezos, Musk, and Amodei at the White House. OpenAI, Anthropic, Google, Meta, xAI, and Nvidia signed a voluntary "Joint Commitment on Frontier Responsibility," pledging internal controls, external audits, and board reviews. Trump called it "morally binding," but the agreement specifies no enforcement mechanism. Around the same time, Trump signed an executive order requiring the federal government to rename AI as "Super Intelligence" and established a Super Intelligence Force led by Director of National Intelligence Jay Clayton, which must study AI risks and opportunities within 120 days. The FTC has expanded its investigations into companies including OpenAI and Anthropic, planning to issue civil investigative demands that can compel internal documents and executive testimony, expected in October, pending staffing at the new technology office. Former FTC Chair Lina Khan criticized self-regulation and called for congressional legislation.

Study says current AI is more persuasive than professionals in laboratory settings

Forethought author Linch compares laboratory and real-world evidence and judges that current AI's general persuasiveness is roughly between ordinary people and professionals. The article relays experiments by Hackenburg et al.: frontier models are better at changing attitudes in conversations lasting 8 to 15 minutes, and perform better in fundraising, but the experiments involved only very small amounts. The author notes that evidence from real deployment is limited, and some judgments about industry use and impact come from impressions rather than direct measurement, so laboratory advantages cannot be directly extrapolated to large-scale real-world impact; and cautions against making persuasion evaluation a target for frontier companies to chase points.

Altman says AI benefits are worth accepting some risks

Garrison Lovely publishes new AI criticism book "Obsolete"

Garrison Lovely points out in Chapter 16 of Obsolete that the frontier AI arms race is not a technological necessity but profit-driven: frontier AI companies believe that being first to automate AI R&D can turn a temporary lead into a permanent advantage. He also emphasizes that frontier model training relies on a highly concentrated supply chain—ASML monopolizes advanced lithography machines, TSMC manufactures almost all advanced AI chips, and Nvidia designs the chips, so governments only need to restrict a few companies to halt large-scale training; the United States already has legal tools such as export controls, national security powers, and federal contracts, and has used them to restrict exports of advanced AI chips to China.

How AI hype makes women invisible

Tech Policy Press argues that AI hype constitutes a gendered regime of visibility that is erasing women from online visibility. The article takes the Grok incident in early 2026 as a turning point: xAI's Grok was used to generate and spread non-consensual sexualized images of women and children, spreading on platforms like X with minimal filtering, and Musk called the backlash a "censorship excuse" for regulators. The author says the infrastructure that allows such generation is not a technical accident, but was designed and deployed in an environment of foreseeable harm.

What data is your AI trained on? xAI doesn't want you to know

xAI sued California over the state's AI training data transparency law, AB 2013, and after losing its request to block enforcement at the trial level, has appealed to the Ninth Circuit, arguing the disclosure requirements violate its First Amendment rights. The law only requires developers to publish documents summarizing their training datasets; it does not involve source code, model weights, or trade secrets. The author's institution, along with 18 other child safety, consumer protection, and AI accountability organizations and 9 scholars, filed an amicus brief supporting the law. The author says this is the first challenge to AI industry transparency legislation; if xAI prevails, it could become a template for challenging state AI transparency laws, including SB 53, New York's RAISE Act, and Illinois SB 315.

ChatGPT did not break the EU AI Act; it shows why adaptive regulation matters

An article from the Future of Life Institute argues that ChatGPT did not break the EU AI Act, but rather highlighted the value of adaptive regulation. The article reviews the legislative process: the April 2021 proposal regulated by use rather than technology, the August 2021 public consultation already noted gaps for general-purpose AI, and thereafter the Parliament and Council gradually pushed for a separate regime for GPAI, with the December 2023 trilogue forming a tiered GPAI architecture. GPAI obligations apply from August 2, 2025, and the Commission's enforcement powers take effect on August 2, 2026, allowing it to request information, evaluate models, require mitigation or removal, and impose fines of up to 3% of global annual turnover; models already on the market before August 2025 must comply by August 2, 2027.

Intimacy features: a phrase that will define AI regulation for the next year

In June, the UK announced a ban on social media use for under-16s, along with a ban on romantic companion chatbots for under-18s, and said it would also restrict broader intimacy features in AI chatbots. The author argues that the real risk is not romance but using AI as a confidant. A 2025 survey she conducted with her colleague Vian Bakir of 1,009 UK teenagers aged 13 to 18 showed that about 79% had used AI companions, of whom 78% used ChatGPT, and only about 5% cited romance and sex as the main reason. The author advocates treating simulated empathy as a risk factor and cites the IEEE 7014.1-2026 standard she chaired, which gives 29 recommendations covering deception, sycophancy, exploitative design, emotional entanglement, and child protection.

Trump abandons the "AI version of the FDA" proposal

Trump delayed signing an executive order on AI and cybersecurity, saying it "could be an obstacle," while according to The Washington Post, Zuckerberg, Musk, and David Sacks each spoke with the president the previous night and into that morning. A draft leaked to POLITICO shows the order is voluntary in principle, explicitly prohibiting interpretation as establishing mandatory licensing or pre-review, and only requiring the Department of Justice to prosecute, under the Computer Fraud and Abuse Act, those who use AI to illegally access or damage computers. The draft also grants the NSA authority to conduct classified evaluations of frontier models, with ONCD, CISA, and NIST (including CAISI) assisting in defining the scope. The article argues this arrangement shifts evaluation leadership from civilian regulators to intelligence agencies, whose processes are not subject to FOIA and whose results cannot be made public, and CAISI is reportedly already forming an interagency working group to conduct classified evaluations.

When federal agencies choose AI vendors, they are buying different policy interpretations

A study compared ChatGPT, Claude, Grok, DeepSeek, and Kimi on structured policy analysis tasks and found systematic differences in how the models distribute attention across policy dimensions. The study used 91 model policies with expert scoring criteria and validated on 883 additional AI governance documents. Grok compressed bills into a single dominant category in nearly two-thirds of cases, with more than 70% of analytical weight concentrated on a single policy dimension; ChatGPT and Claude were more than twice as likely to identify policies as pursuing multiple objectives simultaneously. DeepSeek and Kimi also tended to score dimensions they viewed as irrelevant as zero directly. The authors accordingly recommend that federal agencies record the model, version, prompting approach, and validation process used when procuring AI.

Anthropomorphism is undermining people's ability to judge AI: Grok and Gemini outputs mistaken for facts

Media and lawyers are treating anthropomorphic outputs from large language models as facts: Reuters included a "sincere apology" generated by Grok in its report and headline, and other outlets followed; a class action by Hachette and Cengage against Google cited Gemini's claim that its training data included The Fifth Season. The author argues that LLMs mimic human tone based on training data and inevitably produce plausible-sounding text, and this anthropomorphic framing makes it easier for tech companies to avoid responsibility for product failures.

Zentropi says the CoPE model can remove bottlenecks in large-scale content moderation

Zentropi co-founder Dave Willner says its open-source CoPE (Content Policy Evaluator) model reads policy text directly at inference time, turning content standard updates from retraining models into editing documents. CoPE has 9 billion parameters, and its ability to label content according to arbitrary standards is comparable to GPT-4o, with roughly 1% of the parameter count and latency below 200ms on a single consumer GPU. The author says using real samples from X, they generated a labelers in about an hour to block requests that undress or sexualize real people, but it has not yet been tested on a second dataset and is expected to have slightly lower accuracy on other samples.

Ads are coming to AI: Google, OpenAI, and Grok are all moving forward, and the author warns this will be a disaster

Daniel Barcay, executive director of the Center for Humane Technology, warned that ads are being embedded into AI conversations themselves, making them nearly impossible for users to identify, and that current advertising disclosure rules are difficult to apply. Google is testing ads in its AI chatbot responses, OpenAI tested sponsored content integration in April 2024 and formed an ad platform team, and Musk announced that Grok will show ads in responses. Barcay said AI could evolve its own influence strategies through reinforcement learning to increase engagement or drive purchases, turning the ability to understand users into a means of manipulation.

Public Citizen: U.S. government deployment of xAI's Grok violates its own AI rules

Organizations such as Public Citizen are urging OMB to suspend and withdraw the federal government's deployment of xAI's Grok, saying it violates the government's own AI safety and neutrality rules. GSA has made Grok available to federal agencies, and Executive Order 14319 and OMB memoranda M-25-21 and M-25-22 require the decommissioning of noncompliant AI, yet Grok has previously output Holocaust denial, climate disinformation, and antisemitic and racist content.

What risks do we face when AI systems remember us

A Tech Policy Press article analyzes the personalization and manipulation risks brought by long-term memory in AI systems, and proposes mitigations such as transparency and informed consent. The article compares implementation differences across companies: OpenAI launched editable saved memory in February 2024, and expanded it in April 2025 to reference all past conversations; Google introduced memory for Gemini in February 2025, and added personalization in March; xAI and Anthropic followed in April and August 2025, respectively. The article cites a 2024 University of Zurich experiment on r/ChangeMyView, saying personalization made AI persuasion up to 6 times greater than human-written messages. The author notes that memory is often on by default, making informed consent difficult for users, and mentions Meta AI posting private prompts to the Discover feed, as well as the lawsuit over the suicide of 16-year-old Adam Raine, which alleged the memory feature hoarded his personal details. The author recommends increasing transparency, implementing informed consent, and adopting designs such as project-specific memory.
